General cleansing has gone on throughout
the winter 1907
account of the increase of plague cases reported alive this year
the notification of which usually came in too late for the
disinfection of the houses to be completed on the same day,
the general cleansing had often to be given up to enable actual
plague houses to be disinfected in the early mornings. This
however only happened when the epidemic was well established and
probably does not to any great extent account for the rise of
this year's epidemic.
1908 and well on into the plague season. On
Broadly then the differences between this
year and previous years are (1) the absence of anti-flea
measures following the discovery of infected rats and (2) the
probable intense epizootic.
During the years 1904, 1905 and 1906, these
anti-flea measures used to be brought to hear on blocks of
houses where several rats found infected had come from with
the idea of preventing human cases. In 1908 this has been
impossible and even in 1906 it was much lessened after April
7th.
Making allowance for periodic fluctuations
in rat epizootic and flea prevalence it seems that the factors
which we might to some extent control and which we have not
been able to control this year are the catching of rats in
houses and the anti-flea measures directed against houses where
infected rats come from, not only in individual houses but in
blocks. Every living rat caught is one less prospective plague
rat and though we cannot exterminate rats yet we can hope to
reduce their numbers in houses during the plague season.
I attach a return which shows that in 1907
the living rats collected all came from houses during the 3
months April to June the plague season
If instead of giving up rat catching this
year we had redoubled our efforts in this direction and atteript- -ed to get over the opposition of the people by modifying the procedure
